College/Department Overview

Manages the staff and associated services of UCO enterprise applications.  Ensures that applications are implemented and functioning under the guidance of acceptable University policies and procedures.  Builds and maintains positive working relationships within IT as well as external clients.  Requires a strong management and technical background. 

Position Overview

Responsible for day-to-day supervision of staff. Responsible for the overall administration, support, planning and management of UCO enterprise applications. This includes leading and managing application upgrades, rollouts and implementations; developing workflows; documenting processes; developing policies and ensuring they are followed. Provides expertise in the effective operation of the applications supported. Responsible for the technical design, configuration, implementation and customization of applications either directly or by coordinating application administrators as needed. Supports the adoption, development and usage of enterprise applications throughout the organization. Maintains a high level of awareness of and enthusiasm for the applications as well as new features and updates as they are launched. Responsible for the change management related to the applications. Responsible for coordinating troubleshooting process and resources needed for resolution. Works collaboratively with internal information technology teams and clients in the planning and analysis of application requirements, application changes or enhancements. Develops and coordinates initial and on-going training for application administrators. Ability to lead and mentor team members. Works in conjunction with the Technology Resource Center Technology Trainers to develop end user training in relation to new functionality, changes and new applications. Responsible for the design, development, editing and maintenance of reports and dashboards related to applications as required. Serves as primary technical liaison between clients and application administrator group. Works with OIT leadership on the establishment and implementation of OIT strategy and technology roadmap. Stay up to date on technology and proactively monitor technology trends. Works with the Director during budgeting processes and maintains licensing records. Performs other related duties as assigned.

Department Specific Essential Job Functions

Oversee the institution's information technology projects/activities. Direct/Manage/Supervise technology projects to meet specific university requirements. Develop and implement programs to maximize customer satisfaction and operational efficiencies. Hire and maintain staff and ensure adequate staffing for projects and university IT operations. Work closely with other leaders on campus to develop plans to meet institutional objectives and provide support resources.

Qualifications/Experience Required

Requires a university degree or equivalent work experience that provides knowledge of and exposure to fundamental theories, principles, and concepts. Requires the application of expertise in a chosen field to achieve results. 5+ years of experience with leading planning, including program development and innovation, program prioritization, and assessment. Appropriate profession accomplishments and credentials. Must have previous managment experience.

Qualifications/Experience Preferred

Bachelor's degree in Computer Science, Management Information Systems or related field. Demonstrated work experience with more than one relational database management system such as Oracle, MS SQL Server, MySQL, etc. Experience with Microsoft Windows Server and all administration tools, Microsoft SQLServer, SOQL, SOSL, SSRS and Microsoft RDL. Enterprise authentication system integration including familiarity with protocols and services such as CAS, ADFS, Shibboleth, SAML, Active Directory. Working knowledge of student information systems (SIS), such as Banner (Banner Student), as well as other common higher education products with an understanding of the role of system integration. Demonstrated work experience with Learning Management Systems. Experience with web site development including working knowledge of Javascript, HTML5, CSS3, PHP. Familiarity with ITIL concepts and ability to follow existing Problem, Change, and Incident Management procedures. Previous experience working with teams in an Agile environment. Successful completion of Leadership or Management Training Program or coursework.

Excellent verbal communication skills and technical writing skills, including presentation/facilitation skills. Strong interpersonal communication skills, with proven ability to present information, effectively interact with others and work effectively with diverse personalities. Ability to work collaboratively with diverse work styles. Ability to manage and work in a team environment where every team member contributes to completing identified objectives where deliverables and deadlines are met. Demonstrated ability to work in a fast-paced environment and handle multiple tasks/priorities and the ability to work under strict, specific timelines. Good organizational skills and a strict attention to details are essential.  Strong project management skills.  This position is oncall 24x7x365 and requires the successful candidate to have "high speed" internet access to their residence.  "High Speed" infers Cable modem or DSL measured within the MegaBit upload and download speeds.  This position requires the successful candidate to maintain a smart phone on which to receive telephone calls, email and SMS messages from servers and authorized OIT personnel.  Adheres to and complies with the University's shared values (3Cs) and the Office of Information Technology's Code of Ethics.
